Social Services

Family Walfare Program

To assist socially disadvantaged families to develop their capability in defining needs and formulate solution as well as setting up viable structures to bring about social change

Target Beneficiaries:
Parents, surrogate parents, solo parents belonging to low income with problem on relationships, unemployed family heads and other need y adults and socially depressed barangays.

Services:
  1. Parents Effectiveness Service - provision and expansion of knowledge and skills of parents and other involved in child caring on early childhood development, health care, behavior management, improving father mother relationship and parenting rights and duties through seminar workshop on 9 modules on the following topics:

  3. Marriage Counseling Service - counseling on preparing for conjugal and family life, handling marital adjustment problems, differences, enriching marital relationship and deciding about legal separation.

    Target Beneficiaries:
    *18 years old to 25 years old – applying for marriage license must undergo the PMC Seminar

  4. Responsible Parenthood Service - counseling to couples on the value of child spacing and planned family size as well as the psycho-social barriers to the practice of family planning.

  5. Family Casework - counseling to family heads an d its members on coping with changed or added roles including solo parenting usually arising from crisis situation s and resulting to family dysfunctioning.

  6. Services to Solo Parents - is a response to address the needs of solo parents and their children.

    Target beneficiaries:
    • Solo parent with the responsibility of parenthood due to the following:
      • Death of spouse
      • Spouse is detained or serving sentence
      • Due to physical and or mental incapacity of spouse certified by a public medical practitioner
      • Due to legal separation or de facto separation for at least one year
      • Due to annulment of marriage as declared by court or church
      • Due to abandonment of spouse for at least 1 year.
    • Qualification to avail the services:
      • Barangay certification that the applicant is a resident of the said barangay for the last 6 months.
      • Documents/being a solo parents
      • Income tax return to determine the income level of the family.

    Services to Solo Parents:
    • Livelihood services from the following agencies:
      • TESDA livelihood and Skills Program
      • Referrals for employment facilitator
      • DOLE Program
      • DSWD-SEA-K
    • Employment Related benefits
      • Parental leave is granted of not more than 7 working days per year to solo parent employee who has rendered at least one year of series. Non commutation & non convertible to cash.

  7. Self Employment Assistance (SEA) - provision of interest free capital assistance and livelihood oriented services to family heads and family members to enable them to become self reliant and socially responsible. It is undertaken through provision of capital assistance of P5,000.00 family enterprise project on the 1st level and 20,000.00 on the second level and business management skills training, training on Basic Business Management Training (BBMT) for 3 days. Repayment of capital is done through bank transfer of rollback thru Land bank within 6 months for the 1st level and 12 months – 24 months for second level.(see attached application form)

CHILD AND YOUTH WELFARE

To provide care, protection and rehabilitation of children and youth age 0 to 17 years old who are neglected, out of school youth, street children and children who are in difficult circumstances (CEDC) and on victims of any forms of abuses, children in conflict with law (CICL)

Services:
  1. Day Care Service – (Pateros Early Childhood Educational Program – PATEROS) - is the provision of supplemental parental care by a Day Care Worker to pre-school children ages 3-6 years old during part of the day when parents cannot attend to their needs. It also provides supplemental feeding and to provide early childhood care and development modules to children.

    On the ECCD modules, children are engaged in varied activities like playing, arts and crafts, new sharing and story telling, songs & crafts, writing and phonetic readings which offer opportunities for creating learning and experiences in their mental stimulation, cognitive skills development, physical development and value formation.

    The Day Care Program was renamed into Pateros Early Childhood Educational Program through Municipal Ordinance No.

    The following are the existing Day Care Centers in their respective barangays with names of Day Care Worker who manned the day care centers.

  2. Supplemental Feeding - provision of supplemental food assistance to the moderately and severely (non-medical) underweight pre-school children as an immediate and direct interventions to improve their nutritional status and to prevent any permanent physical and mental retardation. Duration of supplemental feeding is 6-12 months depending on the needs for improving the nutritional status of children. The feeding program is usually done in the community where they resides. This is being assisted by the barangay nutrition scholar and the organized parents of the malnourished children.
  3. Services for Street Children - those who are below 17 years old who cannot benefit from structured institution/rehabilitation are offered the following services.
    • conduct of informal group meeting
    • peer group counseling session by a youth development worker, a street educator or a social worker.
    • supervised group activities to understand their situations.
    • impart desirable values formation
    • literacy sessions
    • sports fest/summer camping
    • educational assistance for (balik paaralan) either informal or alternative education
    • provision of parenting skills to parents
    • provision of capital assistance to parents.
  4. Rescued/Surrendered Street Children - provision of referrals for substance and drug dependent for confinement at the (BBRC) Bahay Bagong Buhay Rehabilitation Camp Bagong Diwa, Taguig City. Rehabilitation is 6 to 12 months.

  5. Scholarship Program - to elementary pupils from Grade I to Grade VI enrolled at public elementary schools. Provision of free PE and school uniforms, school supplies, and daily meal allowances sponsored by Petron Foundation Inc..

    Requirements:
    1. Indigent deserving children coming from poor families
    2. Day care child / kinder from public school
    3. Parents participation to activities like
      • monthly meetings
      • attendance to seminars
      • community projects

  6. Scholarship Program - to secondary students – enrolled at public schools. Provision of financial assistance to high school students from 1st yr. to 4th yr. sponsored by Petron Foundation Inc. and Land bank of the Philippine Business for Social Progress.

  7. Legal, Financial & Medical Assistance to Children - in especially difficults circumstances (CEDC) – provide interventions to children who are victims of abuses like medicine, financial & legal assistance. Referral to PGH Child Protection Unit, Camp Crame for psycho, social, emotional, physical, evaluation & treatments.

    Requirements:
    • Children 0-17 years old who were reported to any form of abuses , either physical , mental & emotional maltreatment
    • Children 0-17 years old were sexually abused and exploited

  8. Community Based Services for Delinguent Youth or the Children with the Law (CICL) - provision of intervention and opportunities to prevent minor / youth from entering the Juvenile Justice System and inclusion to a more gainful activities and other community volunteer services , sports activities , leadership training to youth and peer group community services and organization of the Pag-Asa Youth Association.

  9. Peer Group Service - provides opportunities to out of school youth who are member of the PYAP to enable them to engage in worthwhile and productive activities for their social economic, physical, spiritual and mental development to become a contributing members of the community. It is a preventive & developmental in approach & is implemented though its social interventions.

Womens Welfare

To promote the welfare of women giving special attention to the prevention of eradicating of exploitation of women in any forms, including prostitution, illegal recruitment as well as promotion of child for employment & self – actualization.

Target Beneficiaries:

Services:
  1. Self - Enchancement and Leadership Training - provision of opportunities for the improvement of the women as human being//persons. Seminars lecture on enhancement of their self image through discoveries & understanding of their potentials & capacities leading to change / acquisition of appropriate values & attitude about themselves their familes & their environment.
  2. Productivity Skills / Livelihood Development
    1. Provision of opportunities for women to acquire gainful occupation/livelihood through practical skills development on dress making, meat processing, cosmetology, candle making & basic business management skills training.
    2. Provision of capital assistance P 5,00 to 10,000

  3. Counseling - to mitigate depressed feelings of women & to strength their social functioning.
  4. Provision of Capital Assistance - for their livelihood projects.

  6. Community Paticipation Skills Development - is mobilization of women for them to be able to relate and interact with other women in the community over common interest and concerns affecting women welfare resulting in community level actions in relation to them.
  7. Counseling - provision of opportunities for women to resolve their own problems of relationship by identifying their strength & weaknesses towards more effective social functioning.

Unlad Kabataan Program

To promote the total development of the needy youth with includes their social, economic, physical as well as spiritual and cultural development to enable them to fully realize their potential to became self reliant, responsible and contributing citizens to national development.

Target Beneficiaries:
  • OSY - Out of School Youth

Services:
  1. Balik Paaralan Program - PGMA Scholarship any informal or Vocational .Tech Schools Peer Group Services – provides opportunities to out-of school youth who are member o f the PYAP to enable them to engage in worthwhile and productive activities for their social economic, physical, spiritual and mental development to become a contributing members of the community. It is a preventive and developmental in approach and is implemented through its social interventions.


Older Persons and Persons with Disabilities Program

To provide services on disability prevention , rehabilitation and equalization of opportunities for the elderly, physically, mentally and socially disabled persons.

To enhance their capability to attain a more meaningful, productive and satisfying way of life and ultimately become self reliant and contributing members of society.

Target Beneficiaries:

Persons with disabilities like blind, deaf, mute, orthopedically handicapped, mental retarded or children with special needs and the elderly persons or the senior citizens.

Services:
  1. Information, Dissemination on Disability Prevention - a series of lecture/seminar activities designed to raise the level of awareness of individuals and families at risk regarding the causes and effects of disabling conditions, encourage the practice of disability prevention.
  2. Assistance for Physical Restoration - helping the disabled person and the older persons attain maximum improvement of their physical residual capacities through the use of technical aids, assistance to devices to facilitate integration to family and community life through assistance to them for artificial feet, wheelchairs, walker. Medical interventions, referrals for operations to cleft palate, lip palate, eye operations and other medical needs of the PWDs
  3. Health Promotion & Disease Prevention - provision of seminars/lectures for the promotion of healthy life styles to PWD’s & Older persons.
  4. Special Social Services for the PWD’s and Older Person - to assist the elderly & PWDs to avail opportunities like referral to other NGO’s/NGA for their needs especially medical assistance, hospital documents, 20% discount for Senior Citizens & discount for the PWD’s

Victims of Disaster and Community at Risks

To provide relief, mitigation, restoration and rehabilitation services to victims of natural and man-made calamities and social disorganization, as well as prepare people and community to cope with disaster and present loss of lives and properties.

Target Beneficiaries:
  • Victims of natural and man made disasters
  • Distressed and displaced groups and families
  • Evacuees, resettled squatters
  • Individual in Crisis Situation

Services:
  1. Disaster Relief Operations - provision of immediate relief good and materials in time of disasters.
  2. Critical Incidence Stress Debriefing - is provision of stress management counseling to victims of disasters.
  3. Emergency Shelter Assistance - – is provision of limited financial assistance and materials to help construct, repair damaged houses, either partially or totally damaged caused by man made or natural disasters.
  4. Individual in Crisis Situation - is the provision of immediate emotional, psychological and financial cash assistance to relieve anxiety , tensions of the victim as a result of crisis or disasters in the family.

Community Welfare

To assist the socially disadvantaged communities to develop their capacities in bringing social change and to improve their communities.

  1. Social Preparation for Peoples Participation – (SPPP) - assisting the community to experience the process of consciousness/awareness of their problem, situations, analysis, formulation of goals and actions, plans implementation of plans, monitoring and evaluation collectively.
