Social Services

Immunization

The goal of the program is to protect from the seven (7) immunizable diseases by providing specific protection by the use of effective vaccines against tuberculosis, diphtheria, pertussis, tetanus, poliomyelitis, measles and hepatitis B infection, and protect the newborn from tetanus by immunizing pregnant mothers. The main thrust of the program is to increase the number of children and mothers immunized to reduce the mortality and morbidity from these preventable diseases. The target populations of the program are children under one year, school entrants and pregnant mothers.

Family Planning

This program is directed towards the improvement of the family well being through the population information and education program and through family planning methods, but giving respect to the couples' right and conviction based on their moral and religious beliefs. The actual beneficiaries of the program are Filipino families and the direct benefits are the improved family welfare and reduction of the health problems especially those referring to children and mothers.

Nutrition Program

This program is being carried out to improve the nutritional status of preschoolers and lactating mothers. It is directed towards the prevention and reduction of Protein-Energy Malnutrition (PEM), Vitamin A Deficiency, Anemia and Goiter through effective growth monitoring, nutrition education, food and micronutrient supplementation and rehabilitation of malnourished children. The impact of the program is improved nutrition and good health, more particularly to the preschoolers.

Growth Monitoring

There are still some functional community-based weighing posts in conducting weighing sessions among children 0-71 months. All preschoolers found to be moderately and mildly underweight during OPT were weighed regularly by the BNS with the assistance of the mothers and other mother leaders.

Resource Generation

In all health centers, sale and promotion of iodized salt and Nutri-Mix (weaning food) are being regularly done.

Food Fortification

Promotion of utilization of Fortified Foods was conducted in all areas, i.e. Sangkap Pinoy Seal Products and Iodized Salt were distributed among high-risk families. Salt testing was done not only at the time of OPT but also during Garantisadong Pambata and during the conduct of LQAS.

Research

During Nutrition Month "Timbangan-timbangan sa kalusugan" was done to assess the nutritional status of municipal employees, barangay officials and even community members. Counseling was given on high-risk individuals. The assessment did not include just nutritional status but also the risk assessment for factors contributing to degenerative diseases. These include blood pressure, blood sugar and cholesterol, intake of high-fat/high-salt diet, inadequate dietary fiver, smoking and sedentary lifestyle. Every December, LQAS Lot Quality Assurance Sampling System for Salt Iodization Program a form of survey to evaluate the use of iodized salt in every household was completed.

Food Production

Assorted vegetable seeds were distributed to all families of BNL and BNVL preschool children. Grades 4-6 school children, elderly, and farm families were also given seeds. There are also 50 backyard gardens, 5 school gardens, and 15 community gardens being maintained and monitored.

Nutrition Education

Nutri-Ed sessions and cooking demo were conducted in all barangays targeting all mothers of BNL and BNVL preschool children as well as pregnant and lactating women. Home visitation using Family Care Plan, Nutrition counseling, Distribution of NIE materials and GMC, Pabasa sa barangay were some of the activities done to educate the community on nutrition and nutrition-related concepts to help improve their health and nutrition practices. Nutri-aralan ng mga bulilit was conducted at Quintin de Borja Health Center. Various nutrition activities were also done during Nutrition Month (July) and Sight-Saving Month (August) celebrations.

Food Assistance

Aside from area-based feeding funded by the LGU, there's also feeding sessions provided by the barangay. Milk feeding was also done in barangay Sta. Ana. Milk was provided by two NGOs — the San Roque Parish church and the Pateros Balut Jaycees. Food commodities from barangay funds were also provided to BNL and BNVL preschool children and pregnant and lactating women. Weaning foods or Nutri-mix were distributed to all infants 6-11 months.

Dental Health

The program is concerned with preventive and curative dentistry, but more directly on public health preventive dentistry. It aims to reduce the incidence and prevalence of dental caries, including the reduction of periodontal diseases. The major beneficiaries are the pregnant mothers and children. Benefits derived from the program are a healthy population who could work at their full capacity towards the fulfillment of a meaningful and productive life.

Environmental Sanitation

Environmental sanitation has always been of great concern not only to the health officials but also to the general public, because of problems like lack of adequate source of potable water, lack of toilets and disposal facilities, environmental pollution which causes communicable diseases. The program aims to reduce morbidity and mortality due to water-borne diseases like diarrhea, colitis, typhoid, paratyphoid, cholera el tor, food poisoning and intestinal parasitism.

Maternal and Child Health Care

This program is designed to improve the well-being of mothers and children through a comprehensive approach of providing preventive, promotive and curative care. Specifically, the objective is to reduce the maternal, infant and child mortality. The target populations are the women of reproductive age (15 to 49 years old), infants (under one year old) and children (one to five years old). The major activities undertaken are to increase the coverage of pregnant women given prenatal, natal and postnatal care, and immunization of pregnant mothers against tetanus, and establishment of under-five clinic in the health facilities to monitor the growth and health status of infants and children. The impact of the program will lead to a decrease in the maternal, infant and child death.

Control of Diarrheal Diseases

This program is carried out to control diarrhea and its complication among infants and children. The purpose of the program is to reduce the mortality from dehydration by the early use of oral rehydration therapy-ORESOL; and to reduce morbidity of diarrhea through proper environmental sanitation, promotion of breastfeeding and correct weaning practices of lactating mothers. The main beneficiaries of the program are the under-five age group who is vulnerable to diarrhea. Effective sanitary intervention and early oral rehydration therapy will decrease cases and deaths from diarrhea.

Control of Acute Respiratory Infections

Children with respiratory infections make up a large portion of patients seen by health workers in health centers. About a quarter of deaths among children less than 5 years of age in developing countries die of pneumonia. The Program on the Control of Acute Respiratory Infections aims to reduce the pneumonia deaths in children 5 years old and below through prompt diagnosis and treatment of cases.

Tuberculosis Control

Tuberculosis remains to be one of the top killers of the people. In fact, it continues to be one of the leading causes of morbidity and mortality in the Municipality of Pateros. The aim of the program is to reduce the prevalence rate of smear (+) TB cases and the annual risk of TB. The protocol of treatment is the use of Short Course Chemotherapy and the DOTS (directly observed treatment for short course chemotherapy) or "Tutok Gamutan". All cases of tuberculosis in children were also given multidrug therapy for at least 6 months.

Leprosy Control

The program aims to reduce the prevalence rate of leprosy through active case finding and treatment of cases. Diagnosis is by microscopic analysis of the slit skin smear for acid-fast bacilli. The full course of treatment is provided at the health facility, and is dispensed monthly.

Rabies Control

Rabies is a disease that has a high fatality rate of almost 100%. Thus, prevention and control of rabies after exposure is of utmost importance. There are several factors that should be considered in deciding whether or not to initiate post-exposure treatment. These are: the nature of bite exposure, presence of animal rabies in the area in which the bite occurred, the species of the animal involved, the vaccination/clinical status of the animal involved, the availability of the biting animal for observation and the result of laboratory examination, if available. After considering these factors, post-exposure treatment is initiated which involves local wound treatment, active and passive immunization. Post-exposure prophylaxis of previously vaccinated person and canine vaccination are major activities of the program.

Dengue Control

Dengue is endemic in the Philippines and is one of the leading causes of hospitalizations. The disease is caused by the dengue virus and is transmitted to man through the bite of infected mosquitoes, the Aedes aegypti. A larval survey is done during the first quarter of the year to determine households who are at risk of having dengue during the rainy months.

National Cardiovascular Disease Prevention and Control

The National Cardiovascular Disease Prevention and Control Program (NCVD-PCP) was implemented last 1997 by the Department of Health in collaboration with the Philippine Society of Hypertension due to the alarming rise in cases of cardiovascular diseases in the country. There is an epidemiologic shift from infectious diseases during the 1980's to degenerative disease in the early 1990's and up to the present. CVD being at the top of the list of leading causes of morbidity and mortality, consists of heart and vascular system diseases. The objectives of the program are mainly the reduction in the morbidity and mortality from heart diseases, reduction in the economic burden to the individual, the family and the community, and improvement in the productivity and quality of life of CVD cases. The Pateros Cardiovascular Clinic was established and opened last November 1998. The clinic was envisioned to provide intervention in response to the rising cases of cardiovascular diseases. In 2001, Pateros was chosen as the pilot site for the Integrated Community-Based Prevention and Control of Cardiovascular Diseases.

National Voluntary Blood Services

The National Voluntary Blood Services Program was established last March 1994 under the Republic Act 7719, also known as the National Blood Act of 199, which stated that all blood donations will be in the form of volunteerism. The replacement system has been abolished. All known commercial blood banks were ordered closed in May 1998. This will ensure that the screening of blood and by-products will be strict, adequate and affordable. The TRO that was issued in 1998 was already lifted, putting an end to the existence of commercial blood banks.

Diabetes Clinic

The National Diabetes Prevention and Control Program was a master plan formulated by the National Diabetes Commission and later, by the Oversight Committee for Diabetes Program in 1998. The program aims to decrease the cases and deaths from diabetes mellitus, which became the leading cause of 9th leading cause of death in 1995 and 5th in 1998.

The Diabetes Clinic in Pateros was established in 1997 in response to the increasing number of diabetes cases being diagnosed during morbid clinics. The clinic aims to provide long-term preventive, promotive and curative care to patients. A Diabetologist provides consultation every Tuesday and Thursday morning. A nurse trained at the Institute of Diabetes Foundation, two medical technologists and nutritionist assist. A diabetes lay association called DAOP was organized in 1997, and this association provides support to the patients. Several pharmacological companies also provide additional services such as foot care, health education and fasting blood sugar determination.

New Born Screening Center

Newborn Screening is the process of testing and screening newborn babies for certain potentially dangerous conditions. If these conditions are caught at birth, the child in question can be saved from potentially disastrous consequences. The Newborn screening center opened in Pateros in 2005.

Physical Therapy Clinic

The Physical Therapy Clinic is located at the Mayor Moises R. Flores Health Center and Lying-In Clinic. It is operated in collaboration with a team of licensed physical therapists, who supervise a number of interns. A consultant holds clinic every month while the prescribed treatment/management of cases is carried out by the team of physical therapists.

Cases handled included: stroke, fracture, Bell's palsy, cerebral palsy, frozen shoulder, back pain, scoliosis, arthritis, traumatic brain injury, reflex sympathetic dystrophy, carpal tunnel syndrome, Parkinson's disease, peripheral nerve injury, sprain and myofascial pain syndrome.

Pateros X-ray Clinic

The Pateros X-ray Clinic started operating in August 26, 2002 upon filing of application with the Department of Health Radiology Department. The license to operate was issues by the Department of Health in August 2003. This license is being renewed during the same month annually.

Smoking Cessation Clinic

The Smoking cessation clinic was established in August of 2004 starting with 2 health centers. For the next 4 years it was expanded to the other 3 health centers. The municipality of Pateros now has 5 smoking cessation clinics situated at all 5 health centers. The project aims at educating smokers and non-smokersabout the ill effects of smoking cigarette products as to economic and health impact. Presently there is a total of more than 500 individuals who undergone counseling at the clinics.
